Article 315 of the Indian Constitution sets up an important safeguard for government hiring. It says there shall be Public Service Commissions: one for the Union, called the Union Public Service Commission, and one for each State, called a State Public Service Commission. A State can also share a commission with other States through a Joint Public Service Commission. In simple terms, Article 315 creates the independent bodies that help run fair, merit-based recruitment for public jobs and advise on service matters. It doesn’t list every detail of how they work—that comes in later articles—but it establishes that these commissions must exist at the Union and State levels. So when you hear “UPSC” or a “State PSC,” Article 315 is the constitutional starting point: commissions meant to support an efficient, impartial civil service.
