If a class chooses someone to speak for everyone, what is Parliament doing on a much bigger scale? Parliament brings together representatives who speak for people across a country. They bring public concerns into a place where decisions are debated. Those arguments are not just political noise. Parliament helps shape the rules people live by. Representatives weigh proposals and vote on whether they should become law. That is not the same as governing day to day. The government puts policies into action; Parliament can question its leaders, examine decisions, and press them to explain. But the balance differs from country to country. Each parliament has its own membership and powers, and some have more authority to hold government to account than others. So Parliament is where representatives debate and pass laws, and, in many systems, question the government. Its exact powers depend on the country.
